Is there anyway to restore classic control and disable settings apps, I know you can still open classic personalization menu but I also want all the other settings who were moved into windows settings app.
Unfortunately the only way to do that in general - for any applets transferred to Settings- would be to go back to an old build of Win 10- which would require a clean install.
MS is progressively moving things into Settings, often managing to restrict what can be done.
Sometimes some CP settings can be restored, but this is not guaranteed and this may be made impossible by an update or on the next feature update (upgrade).

I keep it on my Taskbar [have more frequent needs than others]. Click the Search button on the Taskbar, type Control and it should be first on the list. Click Control Panel to open then right-click the icon [blue underscore signifies it is open] on the Taskbar and choose Pin to Taskbar.

I've just upgraded from 1709 to 1809:
There are 2 possible questions from the original post, I suppose:
a. Can I and how do I access the control panel and does it still exist in 1809?
(see above for one way)
b. Can I restore to the Control Panel items which have now been transferred to Settings?

Install an older Windows Edition such as Windows 8 (not 8.1) or Windows 7 (preferably the latter) in a VM or dual-boot it if you don't have the capability. Then transfer the control panel applets to where-ever they where in Windows 7 in Windows 10.I've just upgraded from 1709 to 1809:

I've not tested newer applets yet, as this was my goal when I searched through this thread. However, I can confirm that many of the old XP applets still function.
They even sometimes add entries to Control Panel, as can be seen in the screenshot attached.
