Cursor changes not working

I prefer the classic windows cursor, however when I apply the cursor I want to use. It stays until I restart the pc, then it reverts back to the default one. How can I fix this?

Have you got more than one pc you login too if you have sync turned on it will sync setting with other pc

Nope, this is the only pc I sign into regularly with this Microsoft account. I do have other pc's which are hardly ever used but do have my Microsoft account signed in.
