    Show a webpage as wallpaper (and refresh it?)


    Is there a way to designate a particular webpage as wallpaper for the desktop and have it be refreshed periodically?

    I'm actually trying to show a webcam image (one of those showing cities or other scenes) on my desktop as my wallpaper, but to have it refreshed from time to time.

    What you are describing was known as Active Desktop. It was introduced with Internet Explorer 4 in 1997 and was continued through Server 2003. It was wasn't really practical in a time when most people accessed the Internet with a dial up modem and the feature was never very popular. Due to security concerns it was omitted from Vista and all later versions.

    Windows 10 has Active Tiles but it isn't really the same thing. I have never used them.

    I believe there is third party software that can do this but I have no experience with such.

    Active Desktop still works but impractical; might as well just Full Screen a regular Live Cam video...
