It didn't work even though I turned the options off.

It wouldn't, those settings control which tiles appear in the notifications Action Center - not the WiFi icon. I don't think there's a way to remove those.

Live Tiles are a different display from Notification centre items.
i.e. You can switch off Live Tiles but still have Notification centre items. Your choice.

    Mobile Hotspots:
Settings > Network & Internet > Mobile Hotspot > Off, or whatever is your choices on that page.

Notifications & Actions seem to have a number of bugs as some things work partially and others do/don't work.

The Add remove Quick actions are just the Icons squares at the bottom, nothing to do with notifications as such.

Maybe it's possible but nobody knows how.

Yes. The way I can think of right now is through direct editing of the registry. And, from how things look, that means you'll have to dig deep, maybe a lot deeper to fulfill your wish.

There's a reg tweak to enable the old Windows 8 Network flyout...

(Best I could come up with!)

Actually those who have answered you know and have stated problems with those Quick actions. When connected to WiFi, you cannot remove those tiles.

I am connected to WiFi only - and I have succeeded in turning off all but the ones I want to show, which are "All Settings, WiFi, Connect, Location and Network". It works for me by just clicking All Settings>System>Notifications and Actions>Add or Remove Quick Actions and turning "off" all those I don't want. Really fairly easy.
