    Really fairly easy.

If you left-click on the WiFi icon in the tray, what do you see?

I see "go to settings". When I click that, it goes to WiFi and Shows "On" See attached

hello10 was asking what you see on the popup when you click on the WiFi icon, as in the OP's screenshot in Post #1.

Do you still have the two tiles the OP wants to remove? You should do, because your....
just clicking All Settings>System>Notifications and Actions>Add or Remove Quick Actions and turning "off" all those I don't want.
...only selects the tiles that appear in the Action Centre flyout, not the WiFi one.

Left-click on WiFi icon and NOT Notifications.

That was a click on Notifications, not the WiFi icon - the giveaway is the words 'No new notifications' at the top. The WiFi icon should show you a list of all available WiFi signals that you could connect to, with the one you are connected to at the top.

No, that was a RIGHT click on WiFi. When I left click Wifi, I only get "on" or "off" briefly showing in the WiFi con square, then it changes to as shown below, in either bright background (on) or greyed out background (off).

When I initially click on Settings icon, I get the second image below, then if I click on Network, I get the first image below. Maybe this is the issue at point, but both the Airplane Mode and Mobile Hotspot are grayed out. I don't have a problem with that.

Perhaps, what you're seeing when you left-click is shown in #8, but you're always ending up in Notifications. Note the "No new notifications" in your pictures. Try left-clicking on Notifications and see if it's the same.

The issue is shown is #1 and #13.

I don't have a problem with that, too, but it's the original request of this thread.
