I notice the blurred white box or menu at the lower left-hand corner of your LOGON screen. I don't have that.

Here's what I see on my system.

On cold boot, the wallpaper on the BOOT SCREEN is 100% clear.
If I touch a key or move the mouse, the LOGON SCREEN comes up. I know this screen with boxes for user name and password entries is laid over the wallpaper, so there may be some sort of blur BUT no more than 3% or... at most 5%. That means the wallpaper behind is still clear for me.

At the desktop, if I manually lock the screen, the LOCK SCREEN wallpaper is 100% clear.
Again, if I touch a key or move the mouse, the LOGON SCREEN comes up. I know this screen with box for password entry is laid over the wallpaper, so there may be some sort of blur BUT no more than 3% or... at most 5%. That means the wallpaper behind is still clear for me.
    Beats me!
Maybe it's only on Windows 10 Pro, or Insider Preview or 'Skippy'... I don't know!

I am on Home 1803 and using Classic Shell (if that matters). Oh well, another day another discovery with Windows 10 in this forum.

I don't have that blur on my Windows Home laptop either, but, it's about 27 Builds behind!
I just switched it on for the first time in months!

So, it could be because it's a Home, older build, or... the laptop!

Might be an Insider exclusive thing too.

    Hell No!!!
    It's MS's crazy idea...
... and some psycho-babble explanation for it!

Don't know if this has relevance to your issue. Or, doing the reverse for this.

Now, if they would just provide a way to ditch the blur, we'd be all set!!!

What do you mean they ditch the blur? The blur here is NOT your doing?
This is something for you to look forward to (?) in version 1903 when it arrives. The blurred sign in screen was new for Insider build 18237. New Windows 10 Insider Preview Skip Ahead Build 18237 - September 12 Insider - Windows 10 Forums

Edwin--that is the same image. thought i left a screen grab in my OP, but see i didn't. well, haven't tried to find that file you so graciously supplied the path to, but i am SO relieved to see that is a MS stock image... thanks! still don't know why (now) 3 out of 5 boots start with that image and not the one i specified in the personalization setting...
