I think hello10 has no idea, what were talking about here. This seems like a bug, which was introduced with 1809. Windows seems to always load the default lock screen for the FIRST BOOT (no login yet), regardless, if you set a new bg for the lockscreen (and toggled show it also on log in screen). His "solutions" dont work.

If you check my report in the link, you'd know I was talking about how I solved my issue with the BOOT SCREEN picture ("...the first one you see when you power on the computer"), and not the LOGON/LOGIN SCREEN or LOCK SCREEN picture.

Note: "...but choice made through the HeatherS1969 approach actually changes the BOOT screen wallpaper."

Anyway, if my "solutions" don't work for you, then that's that.

One more test, back in a couple minutes......
    Okay... this does work...,

    • Be signed on as Admin,
    • Show hidden files, folders and drives in File Explorer Options,
    • Navigate to C:\ProgramData\Microsoft\Windows\SystemData,
    • Take Ownership of SystemData,
    • Copy the LockScreen___1920_1080_notdimmed image from one of your designated Lock Screen folders...

    ...over to the LockScreen_W folder...

'Replace existing........' - Yes, grant permission - Continue

Survives a log-off, a Restart and a cold boot! Probably won't survive an update though!

If I remember correctly, your issue back then was the LOGON/LOGIN screen wallpaper. Glad that you found a way to solve it.

    Yeah, well...,
until MS changes their tune, it's the only way!

Besides, there's only user Lock Screen images in there so, who gives a sh*t!

Now, if they would just provide a way to ditch the blur, we'd be all set!!!

What do you mean they ditch the blur? The blur here is NOT your doing?

    Hell No!!!
    It's MS's crazy idea...
... and some psycho-babble explanation for it!

The translucent texture of this transient surface helps you focus on the sign-in task by moving the actionable controls up in the visual hierarchy while maintaining their accessibility.

I know the wallpaper (the same pic) on my BOOT and LOCK-then-LOGON screens are NEVER blurred. Let me reboot now and check again if the wallpaper on the BOOT and then LOGON screens are clear or blurred.

Here's what I see on my system.

On cold boot, the wallpaper on the BOOT SCREEN is 100% clear.
If I touch a key or move the mouse, the LOGON SCREEN comes up. I know this screen with boxes for user name and password entries is laid over the wallpaper, so there may be some sort of blur BUT no more than 3% or... at most 5%. That means the wallpaper behind is still clear for me.

At the desktop, if I manually lock the screen, the LOCK SCREEN wallpaper is 100% clear.
Again, if I touch a key, the LOGON SCREEN comes up. I know this screen with box for password entry is laid over the wallpaper, so there may be some sort of blur BUT no more than 3% or... at most 5%. That means the wallpaper behind is still clear for me.
