Title Bar and Border Color for High Contrast

I have High Contrast enabled in Win10. The active title bar and borders are purple while the inactive title bar and border is dark blue. Can this be changed?

Add Personalize (classic) context menu in Windows 10

Thanks. I'm surprised that I didn't find this during my initial search. I wish Microsoft wouldn't remove basic features for no apparent reason.

How to enable customization menu for active/inactive title bar color?

Adding personalize(classic) using regedit snippet enables the menu, but once I go into "color and appearance" menu, it looks different from the screenshot and there is no longer option to specify active and inactive title bar color. I attached the screenshot(in Korean menu, but you get the idea.) Any way to get the menu posted by Edwin?
