The purpose of tinted Settings boxes?

Just curious why some of the Settings boxes (via the slide-out panel that appears on the right side of desktop) are full color, and some are a bit faded (but same color).

Some of those settings are on, some are off and some may be disabled...

The ones that are on will be colored, by default in blue. You can choose the Accent color in Settings > Personalize > Colors. Edwin has changed his to 'Storm' but if you look carefully at his Wi-Fi tile you'll see it's a dark brown showing that it is on.
