How to access windows 10 Personalizations (Background) Folder

Twice in the last month Windows 10 has chosen a file folder and one file image as my background(wallpaper) instead of a image file of my choosing. I use landscape images from different countries I visit in Google Earth Pro.

So I have to go to the image reset it as a Wallpaper and the problem is resolved till next time.

I know that if I type in C:\Windows\Web I can access themes and wallpapers. Is there a specific file folder in Windows subfolders that shows (Background)?

I thought I had the perfect solution but I found out that Local Group Policy is not available through Windows 10 Home. Someone from Microsoft Community suggested to Run as Admin and type in "gpedit.msc then go to Administrative Template I Control Panel I Personalization and Double Click "Prevent changing Desktop Background and enable it.

I know that I am not the only one experiencing this problem becauses others on the "Microsoft Community Forums have had the same problems.

Not part of problem from above but a * How to* I asked a question about 10 days ago and it looks like nobody is going to answer my question. How do I delete that post?

Wallpaper change: recently someone was struggling with this Windows feature. I suggested using a free 3rd party wallpaper changer (been around for years). I use Wally- but it doesn't have a full scheduler itself. (I just have it change on login and then exit).

I have Home, and have never had my wallpaper change unexpectedly.

I set the Background to Slideshow and browsed to point it to a Wallpapers folder I created in my Pictures folder, there's a collection of 50+ jpegs in there.

You can use a picture from anywhere as your wallpaper, it doesn't have to be in C:\Windows\Web. Where is the wallpaper you have set it to use? Mine is in a folder that's in my user files and local to my PC so guaranteed to be accessible whenever I'm signed in.

Your occasional 'disappearing wallpaper' problem may be due to the image not being available when needed, perhaps because it's pointing to the web or a location in the cloud? If so, try putting your wallpapers in a local folder.

I think the problems started with the Windows 10 Creation Version. They have moved or place desktop background images and tied it to Power Management. I guess in attempts to not have an image affect the LCD Screen. I would prefer that it would adhere to the power management rules set up by HP. if no activity in XX amount of minutes turn the screen off or put computer in standby mode not screw with my background image I CHOSE!! In advanced settings for Power Options there is a setting for "Desktop Background Images" It only has one setting (Slideshow) not (Picture). So I have chose Paused for Battery and AC.

Another thing I just notice recently in the right click menu options step #3 is set image as a background. My File Explorer part of Windoze 10 has gotten wonky. Sometimes the individual file or folder will not open when I click the file or folder. I do not use a mouse just the typepad mouse. The only way I can open anything is click on the right tab bar on the typepad and choose open. But if I am not careful I inadvertently will click on the 3rd option henceforth W10 makes that file or folder the background image and then it may choose the slideshow option. I don't know why. I would really like to know some of the reasoning for their programming options. Anyway. Having a 3rd party program IMHO is not going to change an inherent flaw in program reasoning by Microsoft. I never had a problem before. Just recent since the New Windows 10 Creators Version. I found a MS fix for a lot of FE problems that I am going to need to implement in the near future. I just hate to be without computer while I am awake.
