All it would take is a little bit of effort to make a phone call or stop down to the local police department or go to a local state inspection station and ask them, I'd be willing to bet they both tell you to not do it simply because it's an obstruction no matter whether you think it isn't.
If you do go ahead and install it anyway be prepared to eventually be stopped and fined. If you believe this to be unfair because of all the vehicles you see with what-ever in their windows, it is in a way, but the law will eventually get around to them usually through our yearly inspections and that's cheaper than getting fined.
And your comparison to billboards that have their own regulations and PennDOT placing bonafide information marquee's along the roadway to inform motorist's on upcoming road construction or conditions to the sign you want to use is like comparing apples to oranges.
Except for the ones listed below the section (b) to (g).§ 4307. Use and display of illuminated signs.(a) General rule.--Except as otherwise provided in this section, no vehicle shall bear or display any illuminated signs, letters, numerals or figures of any kind whatsoever.http://www.legis.state.pa.us/cfdocs/...&div=0&chpt=43
