All it would take is a little bit of effort to make a phone call or stop down to the local police department or go to a local state inspection station and ask them, I'd be willing to bet they both tell you to not do it simply because it's an obstruction no matter whether you think it isn't.
If you do go ahead and install it anyway be prepared to eventually be stopped and fined. If you believe this to be unfair because of all the vehicles you see with what-ever in their windows, it is in a way, but the law will eventually get around to them usually through our yearly inspections and that's cheaper than getting fined.
And your comparison to billboards that have their own regulations and PennDOT placing bonafide information marquee's along the roadway to inform motorist's on upcoming road construction or conditions to the sign you want to use is like comparing apples to oranges.

§ 4307. Use and display of illuminated signs.
    (a) General rule.--Except as otherwise provided in this section, no vehicle shall bear or display any illuminated signs, letters, numerals or figures of any kind whatsoever.

    (h) Ornamental lamps. A lamp not enumerated in this section and not located as described in Tables III, IV and V of this chapter, is prohibited unless it is available as original equipment. An illuminated sign is prohibited except on taxicabs, ambulances and trucks. Flashing or revolving lights are not ornamental lamps. Provisions relating to flashing or revolving lights are in Chapters 15 and 173 (relating to authorized vehicles and special operating privileges; and flashing or revolving lights on emergency and authorized vehicles).
    Authority The provisions of this § 175.66 amended under the Vehicle Code, 75 Pa.C.S. § § 4103, 4301, 4501, 4521 and 6103.

    You're welcome,

Naw, just an old PA hot-rodder that has been around the block a few times, and almost got pinched for that. The cop said I was crusin' and if he saw me go around one more time he'd pinch me so what else could I do but head out.

No need to be embarrassed I've been down a few paths I wish I hadn't, years ago you could get away with a lot of stuff but not anymore.

What you need is like an auto body wrap, find a place near you, design your sign and get one for each front door and one for the trunk lid, you might be allowed to do that but check with the wrap shop before you proceed, done right it should catch the eye as well as a marquee, but I'd bet their more expensive.

That's too bad, because I think it would have been very effective. (I don't want to advertise a static message, but rather "broadcast" content to get people interested in what I can do and go to my website/call my business. That is why a sign would rock!)

Glad I asked here and avoided an expensive and embarrassing time with the PA fuzz! :)

You could run a low powered AM or FM station, what about an RSS feed?

Interesting idea. Wouldn't that cost a lot?

I am looking into doing podcasts...

And the RSS Feed is a good reminder. :)

    $1,000 to 15,000
How much is the initial expense? (not counting studio equipment which can vary greatly)

    • LPFM - Transmitter with stereo, audio processing, antenna, transmission line, EAS system, and 80-100 foot tower can run $10,000 to $15,000.
    • Part 15 AM - $1,000 covers everything - transmitter, antenna, and cable. Stereo is not feasible for AM. EAS is not required. The transmitter / antenna package is in a waterproof case and can be mounted on a roof or existing structure. Part 15 AM does not need tall / expensive towers required for FM.
