Well, I haven't seen one ........ and I travel EXTENSIVELY by road. If not totally illegal I'd be willing to bet that you would be........ an object of interest........ to the police. Best to check with the D.M.V. of Penn. first.
Was thinking of getting one of those to promote a new business I am working on.
I suppose it could be dangerous on the highway, but I was thinking more in my daily commute which is bumper-to-bumper or at stop lights. Plus the one I looked at is large enough that you could probably see it from a safe distance.
It would be if there were the doctors here, they've all retired or left so it's mainly locums on duty and trying to get an appointment is a nightmare.
I don't know about the laws your side of the pond but I would assume that it would be too much of a distraction to be safe so not allowed.
Illinois law is pretty clear about lights on cars. Only safety related or approved lights are permitted. On trucks, that includes all the amber lights to mark the periphery of the truck, back up light, brake lights, headlights, tail lights and DOT approved driving/fog lights.
I know they were busting folks with those LED emoticon panels in their rear window. I think some places even issue tickets for those fluorescent/LED lights that they put under cars.
I think they would consider a scrolling digital sign a distraction and possible hazard.
