I'm missing something here, you say to change the owner to Admin.
What or who is considered the owner ?
I see nothing with a owner label.

Mine says Administrators because I already changed it. Yours says Trustedinstaller. Change it.

    In your machine:

    The current owner is Trustedinstaller.
Administrators has read access only, needs full.
The owner needs to be changed to Administrators.
Full control needs to be given to Administrators.

All of this needs to be done or you can't modify component services, because you are an Administrator, NOT Trustedinstaller.
