It's not just beer. It is all sparkling drinks and a lot of foodstuffs that require CO2 in the manufacture or distribution. Bacon may be in short supply because CO2 is used to stun the pigs before slaughter.
It is caused by ammonia plants being shut down for maintenance in the summer. CO2 is a byproduct of the manufacture.
