Upper floors are probably 1-1/2" lightweight concrete for fire and sound barrier. If the toilets are on the outside wall then probably some plumber spotted the hubs in the wrong spot. Most likely didn't account for the correct thickness of the outside wall. But then the general contractor should be checking before pouring concrete. Measure twice, cut once kind of thing.
Yes, should've been checked, but hard to see hubs when the toilets are on. How many buildings are there?

Good morning, beeman. It's the bee's knees here weather wise.
They are not on outside walls. The floor's, from what I was told are 6" thick with a 14" chase between.
So, in other word's the floor above me is like a concrete square tube, 6" on the bottom, 14" chase then 6" on top.
I have three floors above me, the building is four stories tall. They are doing one other building now at the same time.
More buildings are contingent on performance and budget here.
They measured the width of the bolts in my place with a tape measure with the toity in place.
I think we were low priority. They are a local company with a good reputation for doing things right the 1st time. So they get a lot of contracts. It was a mess, but we had water & all in all, they did a good job....finally. LOL One of the inspectors commented they used the "good stuff" when it came to putting in the pipe.
