It depends on how you read it . . . you have to look at the entire statement.

My first read was: "You matter. Don't give up."

Reasoning: The large amount of space between You and Don't on the first line; same with second line. Further, the single spacing between You and Matter and Don't and Give up leads the eye to read it correctly.
