    Conspiracy Theory

Folks, I don't go for conspiracy theories, but I have to admit that this is a good one.

Hospitals, fire departments, police departments, etc., are rarely the first to change to a new operating system. Most of the pioneering is done by home users. This is fine with MS, because they don't want to be sued. By forcing consumers to switch to 10, MS can get the bugs worked out safely.

But the service organizations are often using XP. The ones using 7 or 8x often have an IT person with the ability to keep them off of 10. They will miss out on having their systems shut down because of glitches in a new OS.

Many organizations control how and when PC's are patched and or upgraded. Mission critical systems like those you mentioned won't upgrade like your home PC. They upgrade through that companies update server via WUS. The IT guy sets what patches go out to those PC's. Part of it has to do with the very custom legacy software running on the PC. It may only run reliably on XP. In many cases they don't have any internet access, or very restricted access. No Facebook etc. Vulnerability to attacks is minimized. It's been done that way for years and years in enterprise environments. The GWX updates never get anywhere near those PC's. The patches that are sent out are usually extensively tested on a non critical test machine before being released to the front line units.

Sounds good, Alpha. And speaking of old and reliable systems, the Mexican National Healthcare System uses Windows ME.
