Thanks. The OBDLink is a combo of both your tools. Since it's a small Bluetooth device it can be left connected and read by a phone with the OBDLink phone app. But since it's also a true diagnostic scanner tool it can do more including reprogramming via the Windows based FORScan app.
I should add that your ANCEL AD410 OBD II device doesn't need a PC device to view stuff whereas The OBD unit does.
Anyway, I'm still learning it so I can't definitively say what the phone app can fully do, since I've mainly used the FORScan app. This is what the phone app looks like though - OBDLink (OBD car diagnostics)
