Yes, assuming that you've already got a license for it either by purchasing it before or via upgrading from Windows 7 or 8.1.

Most personal Windows 10 licenses are tied to Microsoft accounts these days (assuming you sign in to your computer with your Microsoft account instead of a local one), so changing out hardware will just require you to sign into your PC after the change and then reactivate Windows. That's how it worked with my current motherboard when I installed it a year or so ago.

If you run into an issue activating, running the activation troubleshooter will most likely help. Windows Central explains it all in this article.
