    Bad choice of words. I meant a warning sign to avoid parking there because of the works the following day. Not warning instead of fine. Of course the police should be called before the works begin and tow it away.

    In the UK, the warnings would need to be in Gaelic, Welsh, Hindi, Urdu, Polish, Klingon and possibly Ukranian.

    The cost of producing them + towing costs would make it cheaper to just come back another day.

    There was a case of a guy who had his car parked when the council went to put yellow lines on road, and they put yellow lines around his car. He refused to move it saying his car was parked legally before hand.

    Council went to court, and their case was rejected as they had failed to warn users. They ruled, new lines could only be painted if the guy removed his car i.e. they did not have the right to make his legally parked car illegally parked.

    This car became a legend, and owner refused to move it for years.
