Yes, this is true but there are ways around it. I'm at that point now, as the latest update is just for Edge + some Win 11 health thing. The way around it is to make a new custom ISO with the latest version, then you remove what you don't want, then install Windows.
All the other updates work just fine. I also suspect that when a new update comes along that is not just for Edge, that will work. I don't know, yet.
