That would suggest a shortage of jobs rather than workers. It's the other way around here. probably because we no longer take workers from the EU for low skilled work.

Yeah we are about 50,000 short, not helped by the DVLA (licencing authorities) working from home and refusing to come back into work. They estimate they lost about 10,000 new drivers or retests that way over the pandemic.
