Yes, it's a phased rollout, just as before, some of us may have to wait until mid-2022 before we see it, according to Microsoft.

I have, and there's one simple explanation that could account for the apparent discrepancy.
The PC Health Check determines if the hardware is capable or running Windows 11, and yours obviously is.
What it doesn't check is that the current install of Windows is capable of being upgraded to 11, whereas the message in Windows has checked that, and found your system wanting.
Typically this will be because you have a Legacy/MBR install of Windows. PC Health Check says 'yes, you too can run Windows 11' - but omits to tell you you'd have to do a clean install. Windows Settings knows better, and tells you you can't upgrade this install of W10 until you turn it into a UEFI/GPT one.
