With the tighter h/w requirements MS had no option but to give it a new name to distinguish it from a W10 that will install on anything.
Besides, 'Windows 11 version 21H2' is shortly to be joined by 'Windows 10 version 21H2'. Imagine the confusion there would be if there were two apparently identical 21H2s, one that could only run on the latest PCs, another that didn't care what it ran on.
