They sent out new terms of service not all that long ago. I think they might be sending yearly just so people can't say I didn't know.


No everyone with an MS account gets one. My wife is not an insider nor are my clients.


You do need an MS account, so insider, MS login, one of their mail accounts, skype account, office account.

Three emails saying MS has updated its Term of Service.

Thinking about it...I believe I received a TOS email, a couple months ago.
