The picture is from the movie "The Wizard of Oz".
The wizard wasn't a real wizard, but someone using technology(now would be called Steampunk tech) to use a machine to appear as a wizard.
In English we say "the man behind the curtain" to mean the real Person in charge and not someone acting on his behalf or as his avatar.
From the movie:
Wizard: "Not so fast! Not so fast! I'll have to give the matter a little thought! Go away, and come back tomorrow!"
Dorothy: "Tomorrow? Oh, but I want to go home now!"
Wizard: "Do not arouse the wrath of The Great and Powerful Oz! I said come back tomorrow! The Great Oz has spoken!"
(Here I think the dog Toto pulls the curtain aside.)
Wizard: "Pay no attention to that man behind the curtain!"

The man hidden behind the curtain, John, pretended to be a wizard. The girl discovered the truth. John told her to pay no attention to the man.
That is how I understand it. I still don't know why it is funny.
