When is a Factory reset not a Factory reset?

Why would a device ask for an e-mail and password after it has done a factory reset?

A Factory Reset is supposed to put the computer back to its built/as shipped condition, useful in wiping out all personal information on it and help clean it up when wanting to sell it or give it away.

That is what I expected too. I did a factory reset on a Samsung tablet because the 90+ year old owner totally messed it up. After the factory reset it asked for her e-mail address & password and of course none of the passwords she remembered worked. It was taken to a phone repair shop and I don't know what they did to it but it really was in the as shipped condition.
