I want to start a small new division for the police.
So it would be kinda like being a random driver that signs up for this. (Same thing as being an Uber or Lyft driver).
People would sign up, have an app on their phone, drive their own cars around. Once you sign up, you go to the police department and they install cameras on your car that are certified by the police. So you just drive aimlessly, and once you see a person with their heads down AND with their phone in their hand, you notify the app that there's a person using their phone in their hands. (If it's mounted on their windshield, then that is completely fine, no penalty!) The cameras aim in the direction of the person and start to record. (If the person just holds their phone for 1 second then put it down, then they can be excused, because they probably stopped the phone from an incoming call or something, which is perfect). But the cameras record for the whole time you're close to them, then you all start moving, and the cameras record the car's license plate number, and of course, it has a clear visual of the individual. The police will get to do a quick analysis if that is a handheld device penalty ticket or not. Assuming that it's been concluded that they deserve the ticket, then the police will contact these people (from getting information about the plate number from the DMV), and give them the huge ticket fine. The state wins money, you get a small commission for finding a person doing that. It's a WIN-WIN situation. Sorry that I sound like a d*ckhead about this, but if you, in general, keep your eyes off the road for a long amount of time, then that person deserves a ticket. NOT trying to be rude or anything, but it is very annoying for other drivers who get inconvenienced because of other people's "texting". When a person is looking at their phone and the light turns green and you're stuck behind them... don't you think that's annoying. You shouldn't feel obliged to honk your horn because of other people's insensitivity to others.
(Let's hope my CIA/Secret Service agents that observe me when I use the computer actually read this comment, and somehow apply this idea. This will be VERY helpful to stop people from LOOKING AWAY from the road for extended periods of time). It's a win-win. Think about it. I come up with good ideas, even though some of those ideas may be a complete D-head idea, like this one apparently is.
