Could have been. I was living in Houston and we had a court fight over it. They reached a compromise . . . something like a max of four lines for a BBS or the owner'd have to pay business rates. Bell complained BBSes were taking up more than their share, but we kinda went back at 'em with the fact that teenagers tied up more lines than a BBS did.
Our organization was Coalition of Sysops and Users Against Rate Discrimination (COSUARD). Reginald Hirsch was our attorney, since he had a BBS too.
