I'll have to check out Nomorobo. Hiya is more of a community based app, people report in suspected scam and telemarketer numbers and the app notifies you about them.
With Nomorobo if a call is on the list the phone only rings once than it gets transferred or what ever they do with it. It was recommended by Comcast. If I remember the mobile version is a monthly fee. The telemarketers are getting sneaky and spoofing local numbers. I once had a call from a doctors office. Thinking it was important and they called the wrong number I answered it. It turned out to be a telemarketer wanting me to reduce my credit card interest.

It is illegal in most cases. The problem is that most calls don't come from the US.

Clicking on it will block you from closing the browser and open a java script telling you that you have a few minutes to call a masked or virtual foreign number to "fix" this problem or else you will lose everything. If you call this number you will be forwarded to a tech support scammer where he or she will rely on social engineering to gain access to your computer via a RDS. If you continue the scammer will attempt to run cmd /tree as a (fake) virus scan and devmgmt on (normal) stopped services and tell you that you have a virus on your computer and IP address, while also roaming around your computer to find CC-, banking details, passwords, usernames and other personal information you may have stored to use or to sell on the black market. The scammer will continue to use scare tactics and force you to buy anti-virus, anti-hackware, anti-popup, anti-whatever. If you don't the scammer will run system key and lock you out completely. Some RDS's can also block keyboard & mouse input on the user, aswell as running black screens.
