They are staging it.

If you want you can use Upgrade Assistant or inplace upgrade after downloading with MCT.

I think they also backed off from delivering when you checked for updates, what they called "Seekers", as this defeated staging.

They are playing it by the book. Someone likes their job.

It will download the latest build of 1809 but the CU's may still have to be installed. MS sort of has to use WU on the 1809 users first.
