    It has one, I just can't turn it. There are two other valves in cupboard with meter. I can turn those either. Like why at least one of the hose bibs doesn't work.

    This house needed some real care. Not a coat of drywall and paint. Clean up the mechanical and then cover them up. Oh well Landlords don't make money that way.
