Yep, them Canadians are crazy.
So I'm back from my investigation and the good news is it is three wire and it is connected.
The bad news is the circuit does not just support the dishwasher as it is supposed to.
and while they were wiring in all new plugs the failed to keep the ground circuit connected
and this not the only circuit that has open grounds
Incompetence never takes a holiday.

No a dishwasher doesn't need GFI and this one is supposed to be hardwired.

We've gone one step crazier, they want all Arc fault breakers for all plugs in kitchen and laundry room. Use to be just bedrooms.
We had all of our plumbing replaced, stack and all, and at the same time the upstairs bath was demolished and replaced. Every electric thing in that room, including the ceiling light and fan are GFCI protected. That is one project I hope to never have to have done again. They used that new plastic pipe with crimped ends. The only cropper is from the main to the water heater and then to a sort of junction where they all connect. The cost if they used copper would have been close to double, due to the labor and copper cost. Oh and then copper to the tub sink and commode.
