BX or armour cable is not code here in a house. All commercial building must use and mostly because of steel studs.
BX is used in a house when it will be exposed, like coming down from ceiling to enter a furnace. Not sure why there is BX in the wall there, might be counter top plug and that is what wire he had.
I have my volt meter ready to go and I will test continuity between cable shield and water pipe. I will likely end up with small bonding clamp on copper water pipe. Actually it will act as a support so pipe doesn't move around.
Ideally the wire just wasn't connected.
