Should I clean and reapply thermal paste?
cleaned my CPU & cooler w/ isopropyl alcohol and qtips ... both were sparkling clean. Applied a pea size (or a bit less) of arctic silver, and my first core is still hitting 100 degrees. Not sure what else I can do here ... the cooler is sound, the fan is good. Could it be a bad CPU? Do we think there's still something WRONG with the CPU?

Thank you. I used the exact methods described above, but I'll review the documentation once again in the morning.
TBH, cleaning the top of a CPU and the heat sink, reapplying a pea sized amount of Arctic 5 to the CPU, then securely remounting the heat sink is pretty simple... I've done it a dozen times.
Not trying to be snarky. I really do appreciate all the help you've provided.
I do not understand this comment - I have no problems using WinDBG to analyse crash dumps from the Fall Creators Update. All the symbols for this build are loading correctly as far as I can tell. The commands like !thread are all working as they should.
I suggest that the OP runs without Driver Verifier on and we wait for any new BSOD on this Fall Creators Update before making any further suggestions.
