The Dell software application DellRctlService.exe has been a recurrent faulting application.
See if you can uninstall and reinstall it.

    Run HDTune to

    • check the health,
    • scan for errors, no quick scan but full scan
    • run a benchmark.

It may take some time, but please take the time you need to perform it properly.
When above is done please make screenshots of the following

    • the health,
    • the error scan,
    • the benchmark incl. following
      • transfer rate,
      • access time,
      • burst rate,
      • cpu usage.

Please run sfc /scannow again and post results.
Open administrative command prompt and type chkdsk /x /f /r
This may take many hours so plan to run overnight.
Post the results using the information in this link:
Read Chkdsk Log in Event Viewer in Windows 10 Windows 10 Performance Maintenance Tutorials

Were you able to use control panel to uninstall the Dell application/software and then reinstall the application from the Dell website?

The event log is loaded with event ID 225 so we need to have a close look at the hynix_SC210 drive

No I used uninstaller found where the service resided and then re-installed from the Dell site.

Okay, I have no idea what that is either.

The results of the sfc /scannow are the same:
    C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Do you want the log files?

I am going to run chkdsk now and will post results to that in the morning.

Once again, thank you for all of your assistance!

I just installed this copy of Windows 10 from a bootable flash drive. I need to have the Enterprise version however. So I use that one. I used that same drive on another computer this week and no issues. I had these same issues when this machine had windows 8.1 installed on it. I am completing the steps you have listed, but it seems to be behaving better now since deleting and updating that video driver. I will send the rest of the information then we can move forward with a new install again if needed.
