Ordinarily you should be able to delete all partitions
and you should then be able to format the drive
together the deletion of the partitions and the formatting of the drive makes the drive unallocated.
An unallocated drive is like a new drive.
It should have nothing on it.
Then when you install windows it can use the drive in any fashion to create partitions

    great
when it installs it will need to reboot many times
you can sleep now and in the morning you will need to install drivers from the computer manufacturer's web site

When you have the operating system installed and the drivers updated perform the following steps

    1) use Macrium to make a backup image and place the image on another drive: Macrium Software | Your image is everything
    2) each month update the macrium image so any time there is a failure you can sleep well knowing you have a backup plan
    3) test the drive with SMART and with Sea tools SMART, short , and long generic
    4) run chkdsk /x /f /r on the drive (this can take many hours so plan to run it overnight)
    5) create a restore point

If the drive is fine (no problems with SMART, and generic tests then start installing applications and files

Open device manager and look for yellow icons.
Update all drivers directly from the component manufacturer's website.
Do not use any websites that automatically find and install drivers.

    sorry to double post zbook

Just saying I reinstalled again....and same results..comp lasts until I load a few websites than reboot loop
so I'm getting confident its my Video card, but a friendly confirmation would do me wonders before I purchase the new card.

If you have a second video card to swap and check that would enable you to confirm a malfunctioning GPU.
If you were able to use a different operating system such as Ubuntu that would enable you to see if the GPU is faulty or not.
Got graphics card problems? Here are 6+ signs it might be dying - PCMech
The RAM/DIMM was ruled out by 7 passes (usually we require 8)
The HD was ruled out by your reported test results (usually we require a visual of the data, error scan, and benchmark)
The operating system was ruled out by a clean install.
The debugging displaying VIDEO_TDR_ERROR and with the above results I think it is malfunctioning GPU.
To confirm it would require trial and error swapping one GPU with another.
Before you spend your money though I would like to have @axe0 review your thread and see if he has any additional troubleshooting steps.
