One other issue I haven't mentioned is my PC gets stuck on the bios screen, where it says press F8, del etc. I have to press power button to turn my PC off and then start it again. It went away after I removed the CMOS battery a week ago but today it's started happening again. I just changed to an older bios version using ASUS EZ Flash 2 but was still getting stuck on the bios screen... So maybe these two issues are related?

The Nvidia driver has reappeared as the misbehaving driver.
1) Please indicate the steps that you made to uninstall the Nvidia driver.
2) Please indicate the steps that you made to reinstall the Nvidia driver.
a) did you use the computer manufacturer's drivers?
b) was there a new version and an older version available?
c) if so which one did you download and install?
d) did you use the Nvidia web site?
e) if so what selections did you make on the web page?

I deleted the photo but there were 0 errors from Memtest86+ after 8 passes
1. Used DDU in safe mode to uninstall
2. a) used the ASUS TURBO 1060 drivers from ASUS website (TURBO-GTX1060-6G | Graphics Cards | ASUS Global

b) only one version available (i've also tried drivers from the nvidia website itself which are a later version)
c)
d) yes I've tried those drivers too, this problem has been occuring for several months with several different NVIDIA versions
e) only the physX and graphics driver, literally nothing else
When you view available drivers on the Nvidia web site see if there is a revision history and make note of which drivers you are using and any other drivers that may be available.
On the Asus web site can you view and then display images of the driver that is available now and also display images of its revision history.
What is the latest version of the bios? BIOS Version/Date American Megatrends Inc. 2001, 11/09/2014 or something more recent?
Please confirm that the bios was reset.

Uninstall all Nvidia drivers/software
The best way to do this is to uninstall everything of Nvidia using Display Driver Uninstaller and install new drivers this time from the NVidia website.
When you do this be sure the "clean install" box is checked and only install the Graphics driver and the PhysX driver.

Bios has been: both reinstalled and had settings reset many times, the CMOS battery has been removed for 5mins and replaced.
Bios versions tried: 2101 (latest) and 2001
I've clean installed NVIDIA drivers as you've said with DDU and tried many different versions. The version on the ASUS website is several months old.
As I said in a previous post, PC freezes on the BIOS screen when starting up sometimes. I have to force shut down the PC then start it again. Using different BIOS versions and resettings BIOS settings has not fixed
EDIT: if there is another old NVIDIA driver you could suggest I try then I'll give it a go
