I would recommend to give your pc a very thorough AV attention, best would be with someone else who knows what is on your system. It may be just some adware as far as I've seen, but adware can be very nasty and cause lots of issues too.

From this point I'll let @zbook continue

These are some items noted in the zip logs (msinfo32, dxdiag, event, etc.)

Some of these can be worked on after the rule in/out malware is completed.
    1) chkdsk /x /r on each drive
Post the result of each chkdsk into the thread:
Read Chkdsk Log in Event Viewer in Windows 10 Windows 10 Performance Maintenance Tutorials
    2) turn off windows fast startup:
Turn On or Off Fast Startup in Windows 10 Windows 10 Performance Maintenance Tutorials
    3) open administrative command prompt and type or copy and paste these commands:
    a) sfc /scannow
    b) dism /online /cleanup-image /restorehealth
    c) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on copy > paste into the thread
    d) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > uncheck load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

    e) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

    f) shutdown /r (you will reboot the computer so that it is in clean boot)

Evaluate the performance on your computer in clean boot during typical use.
Are the boots faster or slower?
Are the shutdowns faster or slower?
How has the audio and video performance changed? Is it better, worse, or the same?
Continue using clean boot indefinitely to monitor performance.

    4) Make sure that there is no over clocking while troubleshooting.
To ensure that there are no improper bios settings please reset the bios.
Sometimes there can be failure to boot after resetting the bios.
So please make sure your files are backed up.
Please make a backup image with Macrium:

Macrium Software | Macrium Reflect Free: Macrium Software | Your image is everything

And please create a restore point.

    5) The title of the thread displays DPC WATCHDOG LATENCY BSOD but there was no bsod file in the zip.
    The logs indicate multiple crashes.
There were also multiple: Dump file creation failed due to error during dump creation

    6) check to see that the system settings are optimally configured to view bsod windows as well as create and save dump files:
Keyboard: win + r keys simultaneously > type or copy and paste: sysdm.cpl > click advanced tab > under startup and recover click settings > under system failure un-check automatically restart

Please use the Microsoft snipping tool or paint to post an image of the startup and recovery settings into the thread.

See this link: BSOD Finding and fixing them - Microsoft Community: BSOD Finding and fixing them - Microsoft Community

    7) download and install: Whocrashed:
    http://www.resplendence.com/downloads
    8) on Whocrashed click on analyze and post any recent analysis of any mini or memory.dmp files
    9) on Whocrashed view above analyze and click on tools > crash dump test > type ACCEPT > check to see if a dump was created by the test dump. Please post the whocrashed analysis into the thread.

    10) Was there software used that removed some windows dll files?
    11) What is the history of malware?
    12) Had any AV program quarantined or removed any dll files?

    13) These 4 dll files are missing:
    libgdk_pixbuf-2.0-0.dll
    libgdk-win32-2.0-0.dll
    libcairo-2.dll
    libglib-2.0-0.dll
Were there any noted errors or problems?

    14) AUDIODG.EXE or C:\WINDOWS\system32\AUDIODG.EXE was a noted faulting application
It was associated with 2 faulting modules:
    ICEsoundAPO64.dll or C:\WINDOWS\system32\ICEsoundAPO64.dll
    ntdll.dl or C:\WINDOWS\SYSTEM32\ntdll.dll
Were there any noted errors or problems?

    15) are your files backed up?
    16) have you made an image of the drive and saved the image to another drive?
    17) have you made a restore point?
    18) are you able to perform a clean install if it is needed ? (delete partitions, format the drive, make an un-allocated drive, and reinstall windows 10 version 1703)
