If Windows defender is turning on and off then another antivirus program is causing this. Malwarebytes is my guess. It could also be interfering with your program launches. Normally they do run well together so I don't know why it is happening to you. As I said before it would be better to remove Malwarebytes while you are troubleshooting.

Malwarebytes is definitely showing up in your drivers (mbamchameleon.sys). Also Eventlog shows it loading:

    Code:
    Event[1876]:
      Log Name: System
      Source: Microsoft-Windows-FilterManager
      Date: 2017-03-29T22:51:46.216
      Event ID: 6
      Task: N/A
      Level: Information
      Opcode: Info
      Keyword: N/A
      User: S-1-5-18
      User Name: NT AUTHORITY\SYSTEM
      Computer: DESKTOP-J5R9JD5
      Description:
File System Filter 'MBAMChameleon' (6.3, ?2017?-?02?-?16T12:59:16.000000000Z) has successfully loaded and registered with Filter Manager.

OK, the new files show you have eliminated the Malwarebytes software. Memory corruption is the most likely cause and this can be caused by bad drivers so it does not necessarily mean the RAM is faulty. The only driver I could see that was highlighted as a problem is SiUSBXp.sys from Silicon Labs USBXpress Kit. Something must have installed it?

Have you done a thorough check of your hard drives using CHKDSK and/or a utility like HDTune?

It is in your Windows\system32\drivers directory. I don't know how it got there but you probably have a USB device attached that is causing it to load. Remove all USB devices that you don't need while you are troubleshooting.

You could try removing corsair from startup to see if it makes a difference (open task manager and disable Corsair in the start-up tab).
