If the same problem occurs in safe mode too then you have a hardware problem.

Got a bsod while in safe mode with networking, i think its not overheating and i already had the same problem with new RAM so would that point to a bad hard drive? I ran the memory test and everything passed.

    The built-in test isn't great.

Do you also get a BSOD while in safe mode (without network)?

So far I have got it to freeze in safe mode, but no BSOD yet. Would a freeze indicate a hardware problem?

A freeze or crash indicates a hardware problem.

Whats the best way to go about figuring out what piece of hardware? Also, i tried swapping out ram before and the problem persisted, would it be worth trying again after ive disabled the startup programs

    How old is your system?

The best way usually is to remove all unnecessary hardware, then boot and see if the problem occurs. If it doesn't then add one piece of hardware and see if the problem occurs again, keep doing this until you find the cause.
If the problem occurs with the minimum, in case of RAM and GPU swapping may help. You may want to check the hardware for physical damage or try it in another system.

With laptops, if there is still warranty then it should be used to get a replacement. If there isn't, laptops are more difficult to troubleshoot than desktops, because if the problem is the motherboard you cannot as easy replace it because the form is per laptop different.
