    Dumps are only created when a bluescreen occurs yes, but only with official bluescreens and not a bluescreen created by malware.

    Also, there could be quite some reasons why a dump hasn't been created, like improper configuration or bad memory (a dump is created from the data that is stored in the memory, when the memory is heavily damaged the data is too much corrupted what makes it impossible to create a dump (the data in the memory is verified before a dump is created to prevent incorrect data being saved to a file)) or system file corruption or hardware is seriously damaged.
