Quite odd, SeaTools doesn't slow down a pc.
Would you mind running HDTune for the health and error scan? Just to make sure it is NOT the hard drive causing this.

A 0x3B(SYSTEM_SERVICE_EXCEPTION) and a 0x17E(SYSTEM_THREAD_EXCEPTION_NOT_HANDLED_M) where the 0x17E is pointing to the graphics drivers.

Please remove the scheduled tasks of Norton, they cause problems
    Code:

    • Search msconfig and open it
      • Go to the tab services

You need to be in the scheduled tasks, the tasks from Norton haven't been removed even though Norton is removed.
Search "scheduler" (without quotes) and press enter, that should open the task scheduler.
From there you can find it.
