    I dont have another PSU.

DO you think thats the higher likelihood than the CPU?
No, I just thought you may have one in another PC you could rob for a test. Think you may have to start thinking about sending the CPU back.

just for the heck of it I disco'd the 500gb ssd and connected the 250gb sdd.

    deleted partitions
did a fresh clean install of windows
    got to 100%
said it was going to reboot
I removed the usb drive, it rebooted
    took forever
never saw anything windows, went straight to BSoD with whea_uncorrectable_error and froze at 0%

    so...
I have a brand new mobo
the same [but brand new 2 weeks ago] seasonic PSU

is it likely the CPU? or am I missing something?

What are the 3.3v, 5v and 12v values in the BIOS?
Please make sure your BIOS is set to load the optimal default settings.

Keith are you confident that the CPU cooler's working as intended. I take it the flow and return tubes are at the bottom of the fan unit, probably are...

    Hey @Torquemada

no, they were at the top. I didnt think it mattered - the instructions didnt really specify. I have noted the heat and the CPU has never gotten above 44C that I have seen

Turn it 180, not saying it's happening but you can get an airlock with 'em at the top.
With them at the bottom any air accumulates at the top of the cooler and the coolant keeps circulating.
