Please download and install CPU-Z - CPUID and post a screenshot of the CPU tab, the Mainboard tab, Memory tab and the SPD tab.

First thing I noticed is that your card is not being used and recognized
    Attachment 41490

According to the specs of your motherboard and the specs you provided:
    You have SIMM,
    Your motherboard supports DIMM
Likely is that a problem too and might be the reason why the SPD tab is blank.

Please fill in your system specs
Please follow this tutorial and download the tool. The tool will give you detailed information about your system specs, please fill in your system specs more completely.
How to fill in your system specs:

Please fill in your system specs correctly, your CPU is not your motherboard (look at the manufacturer and model of the 2nd picture from CPU-Z)
And please fill in your cooler and PSU too.
I'll ask our hardware expert for some assistance for this.

Hello mihomilo, I will see if I can help with your problem. In your system specs, please list your motherboard manufacturer and model. I would also like to know what anti Virus you are running. Could you tell me if anything was changed, Hardware or software just before this problem started. Any other information that would help us narrow it down would be appreciated.
