A clean install can be performed without connecting to the internet.

The GPU drivers are often installed during the clean install to have a functioning computer.

(I first learned this in 2017 while troubleshooting Microsoft defender for Microsoft)
(Microsoft defender was once a separate or offline tool)
(There were conflict problems when the AV was integrated into Windows)
(When WDV and Microsoft defender offline were run at different times after a clean install with no internet connection there was a bootloop)
(The driver was the Nvidia GPU driver nvlddmkm.sys)

Thanks. I was going to do this, but can't get it to boot up for more than a few seconds without the screen going black. No Nvidia graphics - just integrated ones. Would the WDV work in safe mode? I'll see if I can do that. I'm thinking it's failing hardware tbh because I also tried installing Ubuntu from a usb stick, just to see if the same things happened in Linux, but it froze before I even got to the second page of installation.

Edit. On trying to boot into safe mode, with F4 it didn't work and went straight to login then started to make a horrible noise! Like a machine gun going off. So I switched it off!

Ok trying to install Ubuntu wasn't a good test.

So. I've reformatted and clean installed the latest Windows Iso 10 with a local account and will see if it freezes/crashes again. No internet connected at install. I've connected now though. It was on Windows 10 originally and at the time it failed.

Fine at initial install. I'm doing Windows updates and they include

    1) HP Development Company LP System 7.0.22.44692
    2) HP Inc HIDClass 2.1.17.45138
    3) Intel Corporation SCSI Adapter 17.11.0.1000 (I believe this has caused issues for some people)
    4) HP Inc System 1.37.2536.0
    5) Intel Corporation - Extension - 17.11.0.1000
    6) Intel - Syrstam - 2102.100.0.1044
    7) Realtek - Net 10.43.723.2020
    8) Intel - System 10.1.12.3
    9) Intel Corporation - System - 30.100.2010.1 (four identical entries)
    10) Intel Corporation - Extension - 27.20.100.8681
    11) Intel - net 21.110.1.1

And some more .... two more Intel, two more HP - which failed initially.

Have installed all these before on the other machine, which is identical and they were fine. But I have seen a few things about SCIS one causing issues.

Interesting - I picked the laptop up and it black screened. Put it down again and the screen came back on again. Repeated that a few times and the same thing happened. And the odd screen flash. It doesn't like being put down after being picked up! Screen on when it's picked up, screen off when it's sat down.

It's stopped doing that now - but has frozen. So most Windows updates weren't even installed.

Switched off - restarted and updates installed.

It has installed the Intel Optane Memory app - even though there is no Optane drive installed.... I There is nothing in bios to change regarding that. The app itself shows no optane is installed.

All Windows updates done - all installed.

Just trying it out to see if/when it freezes again. Only the one freeze so far.

I went to do Memtest86+ from that link above and hit the download button and it installed something on the laptop - some app service - that defender said was a virus!

    - - - Updated - - -

Defender said it was a severe threat and quarantined it. It installed PC App store. It wouldn't uninstall in control panel. Running malwarebytes now which so far has found 300 things. PUPS and adware hijackers. That website needs to come with warning!

    - - - Updated - - -

Seems free now after running a few av scans.

Anyway it hasn't frozen or crashed yet!

The Memtest 86+ site linked has a download button on that isn't the program and no other visible download button.

    - - - Updated - - -

Ok the actual Memtest download is right at the bottom of the page. Can’t believe I fell for the big green download button - other sites have something like that and I’m aware of it. I think the site should come with a warning though. Thoroughly virus scanned with malwarebytes and Trend Micro online and all clear.

So I reinstalled Windows 10 again and it's still blue screening - during set up this time. I think it's hardware.

Find a bootable flash drive with free space.

    Find a working Windows computer.

Download to the bootable flash drive: https://ftp.hp.com/pub/softpaq/sp150...0/sp150582.exe

Move the flash drive to the problematic computer.

Power on the computer while repetitively clicking F9.

Select the HP hardware diagnostics > system > extensive > take pictures > post share links

Test all HP computers as needed with this bootable flash drive.

Thanks. I'm wondering if it is a driver issue now. I have an identical model which I set up as my spare laptop when this one failed. It also had the odd blue screen and crash when installing windows 11. I then installed Windows 10 and upgraded to 11 and it's been fine and stable. As I don't like being reliant on one laptop (now one appears to be failing) I just bought another four year old identical model (unused) and have been setting that up and that also blue screened doing windows updates with the stop code - driver power state failure. Mind you it was trying to install and nvidia driver and it's been fine since.

But yes I'll run the bootable HP hardware stick, thanks.

Actually no I dont think it's drivers - this machine just won't run. I'm going to mark the thread as solved now thank you, because I've given up on the machine and am keeping it for spares (screen etc). But will make the bootable HP hardware stick for future use.

    Thanks for the excellent help.

The fact that Ubuntu wouldn't install was a very good test - it shows the problem is not software. It virtually confirms a hardware problem.
