Try safe mode again if you are able to.

CMD(adm)
In the Command Prompt window, type the following command and hit enter:
Powercfg -h off
This will disable the Hibernate feature and also turn off Fast Startup.

Press the Windows + R keys on your keyboard to bring up the Run utility in a new window.
Type in “msconfig” without the quotation marks and press the Enter key on your keyboard. This will launch the System Configuration window.
Switch over to the Services tab. Make sure that you check the Hide all Microsoft services box. This is going to ensure that you only see third-party services.
After hiding all system services, click the Disable all button to disable every third-party service on your device.
Click the Apply button. When you boot next, your computer will only initiate essential Microsoft services.
Go to Boot tab and uncheck safe mode.
Restart your computer. You’ll be in a clean boot state with only official Microsoft services.

The Windows Memory Diagnostic tool is a built-in Windows utility for locating and resolving system memory issues. It will test your RAM and notify you if any problems interfere with its operation.

Press the Windows + R keys on your keyboard to bring up the Run utility. Here, type in “mdsched.exe” and press the OK button.
Choose “Restart now and check for problems (recommended)” to instantly begin a memory scan. Make sure to save any files and close all open applications before clicking on this option.
Alternatively, choose “Check for problems the next time I start my computer” and restart the device at a more convenient time.
The Windows Memory Diagnostics Tool interface will then show up and automatically start testing your PC’s memory problems. The process may take a few minutes, so you should be patient and let it run till completion and display the test results.

Use the built-in System File Checker (SFC scan) to detect and replace any damaged system files you may have.

Type Command Prompt in the search box. When you see it in the results, right-click on it and choose Run as Administrator.
Type in the following command and press Enter to execute it: sfc /scannow
Wait for the System File Checker to finish scanning your computer. In the case of a discrepancy, the utility will restore system files and fix all errors.

These commands will help you identify the BIOS version. Use it to find the latest files required to update your BIOS, unless you’re already on the latest version.

Thanks for the suggestions, unfortunately it didn't work.

I've disabled all services, except Microsoft's. I've turned off hybernarion and fast startup, and I've ran SFC /scannow, which returned no integrity errors. The error persists.

I've also uninstalled a bunch of programs from the "add/remove programs" menu. No dice.

It's something that happens in normal boot, but not on safe mode....

What specs do you have? It is absolutely non-existing...
Do you have a GPU?
What memory?
Processor?
And so on...


So update your specs please, you should be able to do that I hope..
Do the Windows Memory Diagnostic tool.
Try to boot with only one RAMstick......(but impossible to know what RAM you got..!)
If you got a GPU, we could do some changes in the settings......(but impossible to know what GPU you got..!)

I will run the memory test and report back here. I've realized something very weird, though.

All the programs that I have uninstalled yesterday still show up in "Add/Remove Programs" today, and the changes I've made to msconfig are not persisted: the non-microsoft services are still enabled, and if I uncheck "Load startup items", restart my PC and enter safe mode again, it's going to be enabled again. Is this normal? It kinda gets in the way of trying to fix the problem if Windows won't persist the changes.

The programs are indeed removed, but their entries remain in the "Add/Remove Programs" screen, probably due to some kind of service not running, such as Windows Installer or similar. I've tried again and the non-microsoft services are disabled after reboot. Only the "Load startup items" checkbox is not persisting.

It's solved. I have no idea at all what happened or how it was fixed. I'll list the steps I took:

- Tried every non-destructive recovery option possible, like system restore, diagnosis, scans, integrity checks, prompt command tweaks, safe mode tweaks (thanks for the help in all those steps!)
- As nothing seems to solve the BSOD, I resigned to data loss, and proceeded with the Windows Recovery that basically reinstalls Windows and keeps the files.
- After the recovery was done, I couldn't log-in to the fresh Windows or the old one (there were two boot options now), as it erroed with an error and restarted: "The computer restarted unexpectedly or encourtered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restar the installation."
- I've spin up a Linux machine on my other computer and created a bootable Windows USB using `dd`, aiming to repair the Windows installation.
- With the bootable Windows USB plugged in, I restarted the machine, waiting for the BSOD that would lead me to the "Recovery" menu where I would choose to repair using the USB. To my surprise, the BSOD didn't occur, and it booted normally.
- I've logged in to Windows, and everything was normal. Even though I had undergone a System Recovery, not only all my files were there, but also my applications and games. Everything is normal, and I have NO IDEA how that's possible.
- Some programs were corrupt, I couldn't open text files with notepad and I had to reinstall the browser, other than that, everything is normal.

So I'll mark this as Resolved, and will circle back if something new happens.
