From your screenshot in post #3, the commands would be:

    Code:
    diskpart
    select vol 5
    assign letter=s
    exit
    bcdboot C:\Windows /s S: /f UEFI
If that does not work, then it is most likely that your Windows installation itself has been corrupted.

    I tried
    Code:
    bcdboot C:\Windows /s S: /f ALL
Yesterday but didn't work. would UEFI instead of ALL after the /f switch matter?

No. Since that did not work, your Windows installation itself is likely corrupted.

Is there any way to reinstall Windows but not lose my programs? or alternatively, any tricks for backing up my programs onto an external drive?

In-place repair upgrade ...... don't recall if you already tried that.

Oh, sorry, you can't do that unless you can boot into Windows - so not an option for you.

    @NavyLCDR,

I hereby nominate you to write TF tutorials on everything in your brain related to BCD, restore "restore partitions", Windows re/activation, etc (too many things I can't recall ATM) after you get your master's degree

You will earn credits, many credits, in the after-life by doing this for us peons.

Boot to the Windows 10 iso > troubleshoot > command prompt > type:

    C:
    dir
    D:
    dir

(change the letter W: to the applicable windows drive (typically C: or D:))

    dism /image:W:\ /get-packages /format:list

    dism /image:W:\ /cleanup-image /revertpendingactions /scratchdir:W:\scratch
(there is typically a scratch error message and/or code)
    (reboot after posting images)

    Post images.
