You may also want to try different USB ports. Did you recall getting the notice that Memtest86+ was going to wipe the USB?
Yeah the memtest86+ program stated if i would like for it to format the drive which i ticked, and then there was red text under it stating that this was gonna remove everything from the USB.

Also when i go to use it on another pc and go on the boot menu the USB doesnt show up even though all of the files for the memtest86 are on there and it is plugged in correctly.

Do i need to use a image program like rufus maybe?

I switched out my ram sticks and tried to reinstall windows since I can’t get the memtest to work and still ran into a BSOD, I don’t think that my ram is the issue, I also checked to make sure that the placement of my sticks were right with the manual. This issue is very confusing.

Also i believe that i am not able to run the memtest due to my bios being in UEFI mode and it wont allow me to turn on legacy boot

    Hi,

MemTest86 V9 images support only UEFI boot. On machines that don't support UEFI, MemTest86 will not boot. Download the older V4 BIOS release of MemTest86 instead.

Power off the computer, remove your CMOS battery, and press the power button a couple times. Wait a couple minutes to make sure everything is completely power drained. Reinstall your battery.

Boot back to your installation media and try to do a CLEAN INSTALL, Wipe all partitions on the target disk and select the empty space to proceed with installation.

If this fails again, you need to put the emphasis on making the memory test run. And since your machine suddenly started to BSOD frequently. Your motherboard could have something broken

Another quick test you can try, is to switch the PSU for another one to test... You will very rarely encounter a defective CPU...

And since you already switched the ram your are left with a problematic MB or PSU.

Also I noted with time that some MSI MB are too conservative regarding CPU power management, Leaving the CPU under powered when load rise, leading to system instability. If switching the PSU doesn't fix it I would raise CPU voltage slightly and retry. I'm Not familiar with the Rysen line of CPU, your as a low TDP, but I've seen it often on "Unlocked" CPUs with higher TDP.

If all that fails, you can confidently proceed to RMA the motherboard and get a replacement.

@LimpNoodle, Did you try your Memtest86+ USB on another PC? You said your first PC is UEFI, so I don't understand why it won't boot either.

Is there a difference between your Windows USB and Memtest86+ USB - since the Windows USB boots? USB 3 vs 2?

Another thing to try when you install again is to keep the internet disconnected - you can just create a local account and add your Microsoft account later if you use one.

    @LimpNoodle,
I have just learned and confirmed that Memtest86+ won't work in UEFI mode If I disable Secure Boot on my UEFI PC, it allows Legacy/MBR boot and the USB boots for me.

As MaloK suggested, Memtest (no +) supports UEFI mode.

I can also confirm latest v9.3 Memtest USB I made today boots up on my UEFI PC and I let it run for a bit without issue.
