VIDEO_TDR_FAILURE (116) - PC locks up or restarts

Hey guys, I'm having some issues with my PC.
It's been going on for a month or two now, just some weird lock ups that does one of a few things:

    What happens

    1. PC Freezes, desktop stays on, but I have to manually restart my PC
    2. PC screen goes off, my pc reboots and then runs as normal
    3. I've noticed that sometimes when my pc goes into sleep mode, it wont wake back up
    4. Sometimes my PC doesn't boot instantly, my devices turn on (rgb) but all lose power and then flick back on. This is a quick process so you could almost miss it as it boots up

The issue isn't a daily thing, can be once a week, sometimes 2 or 3 times a week, but once it seems to boot up fine, it stays fine, so it seems to be something that happens instantly or not at all (Last night I did leave my computer running, came back an hour later and it was at the login screen, so it must have done a random reboot, with the same error codes as normal, but this could have been because it went to sleep, I am not sure)

    What I've tried
So before coming here, I have done my best to troubleshoot, so I've tried a few test that people have mentioned.
    1. OCCT - This software ran a memory and GPU VRAM test. They both took an hour each and came back completely fine
    2. Memtest - I ran this, which took around 3/4 hours and it came back with no errors found
    3. GPUMemTest - Ran this, it was a quick test, so I am not sure how viable compared to the others, but it also came back clear.
    4. Ran SFC /SCANNOW in the bios
    5. Run a diagnosis of the dump files, which I will upload
The Big dump file is in C > Windows and is about 1.5gbThe most recent file is in c > windows > minidump and is about 3mb

    Things to note
Windows is fully up to date as of yesterday
GPU is fully up to date as of yesterday
GPU is watercooled (not OC - It was at one point and I thought that was the issue, but I turned that off a month or so ago)
    Memory is overclocked within bios
GPU is connected to the mobo with a riser cable - PCIE-3, so in the bios I've changed the port to run at PCIE-3

    PC Specs
    5950x CPU3080FE GPU
    32GB Memory
    1200w PSU

I'm hoping I've done everything to troubleshoot as best I can and give all the info provided to help me fix this issue.

Ok, so one thing I do need try after doing some more reading is that the software iCue can cause this, now I do have corsair memory, and I cannot remember if after a fresh install, I installed it again, so when I am back home, I will check on that also, but please, if you do have any opinions on what else it could be, I am all ears!

    Hi,

Microsoft list the principal causes of this error are.

Over-clocked components, such as the motherboard
Incorrect component compatibility and settings (especially memory configuration and timings)
    Insufficient system cooling
    Insufficient system power
Defective parts (memory modules, motherboards, etc.)

    Thank you for the reply.
I will take my memory overclock off tonight to see if that helps solve the issue.
Other than that, stuff like the mobo and PSU. Is there a way to test them like you can a CPU and GPU with stress tests etc, because I can't really just swap them out and test away is the problem.

But I'd also think if it was a hardware fault it would happen every time, which makes me wonder if it's potentially a registry problem or something interfering

Also take a moment to fill your PC specs in your profile. It helps a lot to accelerate the troubleshooting process for those who want to help you in that matter.
